I think he’s refering to the feature in cisco where you can select a port on the switch and have all its data sent to the port + another.

Yes it’s a standard feature on L3 managed switches, even the cheap ones from Netgear etc. There are a number of reasons for doing this including trouble-shooting and network management
I would imagine it’s possible to implement in ROS but it’s not there yet AFAIK.

You should really use a switch, not a router, to do this. Although you can setup packet sniffer and stream the packets to another station.
