How to add hotspot on a preconfigured mikrotik

noobie here for mikrotik (im starting to like this one! =)
i did follow the setup procedure on the link i provided but nothing happens..
im using haplite connected to modem (which uses dynamic)

did reset config on haplite …
no keep configurations…

so i tried this Access Point Basic procedure first

and it didnt worked..

if not.. how can i make vouchers without user manager?
