The most straightforward thing I can see is to bridge the external IP network to your PPPoE server.
You could then assign IPs from your public range to a pool and present that to your users. I imagine you’ll need an external IP on the PPPoE server too.
I suppose I’d have to try it. Alternatively you can EoIP the external net all the way to the CPE for the customer and just connect them without PPPoE too.
Route it from CCR to RB3011 then assign it to user b via pppoe.
