Make an address list of IPs you want to block. RouterOS is not really a proxy. Perhaps those features could be added, but mostly its a router.

yeah! smart idea to block by ip but what if it is a secure link for some ads on youtube.com…you think if i block by ip my users will be able to access youtube.com ?

if you mean blocking by using WebProxy - then the same is for https, with the only difference: you cannot proxy https transparently, you need to set proxy address in your browser’s settings
