yes, disabled SSH service does not allow SSH connections to the router.

you can do this in menu /ip services

I suggest you to USE SSH and not Telnet.

How to block IP on the WAN interface if it tries to connect the ROOT user? For example, the user is “admin” or “user” will not go in the block list, but the user “root” go to the ban list.

I don’t think that is possible within the router.
