How to bypass ip address using terminal

Hi,

How do I bypass an ip address from ip-binding(hotspot) using the terminal and not winbox.

Thanks It worked. Another question is if I have 10 clients under a hotspot profile do they all share from the same bandwidth allocated to that profile or each gets a separate bandwidth e.g 32/64 kbps allocated to profile name home users.Do they all share from 32/64kbps or each of them gets 32/64kbps
