I would need to know how to configure the rb951g to have two wifis, one of them would be free but without access to the local network and the other with navigation and access to the local network.

I prefer to use VLAN. Then you can create an additional virtual wlan interface and add vlan filtering. In the firewall you can choose how all traffic is routed.
