I have a domain Controller Configured DHCP on it, how to configure Router CCR1009-8G-1S-1s Plus without deploying DHCP and the same time I need block and assign limited bandwidth for each user, I have 20 users

It may be easier to create 20 user accounts and assign DHCP to the account in some way without having the user login (though user login is a good security feature on network level). Than just apply QoS on user.
