How to configure two mikrotik providers?

Good day!
router mikrotik RB2011UiAS-2HnD v6.42.6, there are two Internet providers one static network settings, the second one is received by DHCP but constantly the same, both ip addresses are white.

How to configure the operation of two providers without scripts with switching between channels when one of the channels is disabled and that both ip addresses are visible from outside?
