I would like to know if there is a way to have a RouterOS PPPoE server connect customers that have been rejected by Radius Authentication to a local profile?
If this was possible I could used this to redirect suspended customers to a PayNow web site.

One of the solutions that I have seen used is to two different subnets and PPPoE profiles. One set was for normal traffic and the other set used by the web proxy to redirect them to a “please pay” website. It worked pretty and was all managed by the RADIUS server after it was setup.
When you say " two different subnets and PPPoE profiles" what do you mean. It is impossible to add two PPPoE profiles with the same service name and interface.
When one customer have billing issues, just add his IP (with access-list) to a walled garden where he gets redirect to a warning page to pay the service. This avoids misunderstandings and the customer doesn’t address his problem as a broken service.
