How to connect with mac-address ?

I would like to create a Win-application to access the RouterBoard through Mac-Address as Winbox.
Is there some kind program/dll/example to connect via MAC-Address?
Is there a specific protocol for doing this?

I would like to automate the installation process with a new device without IP.

I’ve found this http://www.mikrotik.com/download/neighbour.zip utility on the Mikrotik site.
But I can not interact with an external program because the output is windowed.
Can not exist a command line version?
