How to control per client speed under the wlan1 card?

Hi all…
If i want to pre-define the per client connection let say 1Mbps.

Is the AP TX rate and Client TX rate is set 1Mbps it will help?

Prepare Access list for Clients and define Tx Rx limit in that access list.

Youcan make Queue for Perticular user.

i just want to know, is this setup is for per connection?
or just per AP?
