How to evenly distribute clients in capsman?

Hello everybody and sorry for my English.. I am not a native speaker)
So I am trying to setup wifi-roaming with mikrotik capsman, and have this problem: if some of AP can see lot of clients, all clients connect to the point that has the highest signal level.
But I want the signal level not to be the only criterion for this choice. The thing is some client have acceptable signal level to many AP, but one of them take 3 clients while another AP take 10 cliens. That is not good.

How to evenly distribute clients between access points?

There should be a option to specify max amount of stations per AP

If APs placed in same location, use load balancing group for distribution between balanced APs.
