how to make make traffic control from WAN

Hello,

I want to let all my users have all the bandwidth from their computer to my MT but control internet access from wan? Meaning that if they are downloading something inside the lan they have all bandwidth but if they will use internet have a 256k/256k connection. Can this be done, I am using pppoe server on MT

You need to use mangle+queues to accomplish scenario, add different marks to traffic between local clients and to other traffic.
Configure appropriate queues per packet-marks, unlimited and 256k/256k.
