Either you have it or not. Check the ip address assigned to your wan interface.

Look in IP->Addresses in WinBox/WebFig and you’ll see addresses assigned to your router. Then open http://www.whatismyip.com and if it shows you one of addresses from router, it’s your public address and you can use it to connect to your router from everywhere (*1). If it shows an address that you do not have on router, then you don’t have public address (*2).

(*1) Probably, as long as your ISP does not block incoming connections. They usually don’t, but sometimes it can happen.
(*2) Unless it’s on some modem, if you have one. But you didn’t write anything about that.

If you install RouterOS (on x86 hardware or as virtual machine) or CHR (as virtual machine) and use it as your main router, it’s exactly the same. If you want to use it behind some other router, you’ll probably need to forward some ports from it. If you want better advice, you’ll need to provide a lot more details.
Make port forward on your router that handles internet to the the pc that you have installed routeros.
Use your public ip in order to access routerOS from winbox or web interface. Winbox use different port than web interface. Check the routerOS wiki about the ports.
