how to make web-filter by IP

I need to make web-filter by IP that is to control which IP can access some web sites and and which can’t.
is it available in mikrotik system or not ? and if available how can i do that and what is the beast device that I can use if I need to control at least 40 PC ?

yes it’s available layer 7 filtering
any cheap router from mikrotik will do it
