I was referring to the fact that the advice in the given link is to use preferably Winbox v.3.x and not v.4. x because something may still be inaccessible or difficult to find in the newer version.
What anav meant was the usually suggested way to put in practice Rule #7:
You take a port out of any bridge and VLAN, give it a static IP and reserve it for management, in any case you don’t lock yourself out.

Removing the port from the bridge
Assigning an IP address in a network not otherwise used by the device
Adding that port to the LAN interface list
What I don’t understand is why the IP assigned should be in a network size of /30
