how to prevent wifi tether users from internet access

hello

i have setup a hotspot with active radius server and user manager.
my question is how to prevent android wifi tether users from accessing the internet.
They usually connect to a wifi tether of a legitimate hotspot user with valid username and password.
my hotspot ip address in 192.168.10.1/24.
client address is 192.168.10.23 when connected to the hotspot and once he open his phones wifi tether, the clients connected to his phone has an ip address range of 192.168.44.1 to 224 and they all can connect to the internet without going to the hotspot portal.,

Ofcorse someone who has the knowledge can change the TTL again and thus having Internet again…
