how to put ip with over 200p/s in address list

I need to put in address-list , IP with over 200p/s

I think to put script in sheduler to run on 2-3 min

i have one router between APRBoard for user and internet router, and I need to put script on this ruter

router OS v3.2

is there way to do this ?
