how to setup a network with only static ip created in mikrotik will be able to access internet

newbie in mikrotik, need some help.

I want to setup my network that only static ip will be able to access the internet.
I wanted to do this to secure my network by disabling dhcp, and also if an end user will use static ip under the same the subnet, it will still not be able to access the internet.

Please help!
