How to setup a proxy server to connect defauting clients to

Hi All,
This is a system i want to setup on the network to prompt clients that they have been disconnected.

I wish to have it run along side with the internet so that users of the internet will be redirected to that server which will display a disconnection message.

Please help me configure my RB to do this trick
