What do you want to do?
the rule above blocks it complete.

What service are you providing? because if he gets a new IP he can do it again.
Looking at the screenshot he is uploading to usenet true the telnet port.
Depending on the service you provide there are a few options.
But the nice option would be to slow that traffic down a lot.There is nothing more annoying than a usenet post that take’s a few day’s to complete.
