HOW TO USE 2 INTERNET SERVICES ON ONE NETWORK

Hi, pls is they any way i can configure my network to use to INTERNET SERVICE? what i mean is that if one ISP1 time out then ISP2 will be browsing WITHOUT SHOWING TIME-OUT…

And i use PCC load balancing but when ISP1 timeout it will stop browsing then i have to disable ISP1 for ISP2 star browsing… please i need help so that if am not around the internet will be working perfact ok…
