How to work with static queues

I have 20mbps bandwidth and want to work with static queues.
Now I have create static DHCP and what IP I set in my pc lan I get the full bandwidth(20MBPS). Than I create simple queue and set speed on each and every IP but when I put different IP which is not create in Queue I get full speed. Now I want to know is it possible that what IP I create in queue only it should work other IP should be blocked. for Example
DHCP IP Pool;- 10.10.0.2-10.10.0.255
Queue IP pool:- 10.10.0.2-10.10.0.50

Other Ip 10.10.0.51-255 should be blocked.

I don’t know how to do. I will be very thankful for your support.

create a queue for the IP range 10.10.0.0/24 and set the bandwidth to some very small number i.e 200bps. Place this queue below other static queues. Do NOT make the bandwidth 0.

This will effectively queue down any IP in the range 10.10.0.1-10.10.0.254 not expressly provided for in the queue rules above it.
