I have a problem on RB750, each queue to delay or limit always late, for example, the interface shows a client to download at 128KB but diqueue tree has been no activity whatsoever, after a few seconds before queue trees to limit activity at the interface but has no activity. My HTB so did not work. I using ROS v5.4, I question whether this is indeed the lack of ROS RB750 or is it a bug?, Thanks for your response.

there should be problem with your configuration. My best suggestion is - please see MUM presentations about QoS, check out examples on wiki. You could find a lot of discussions about queues here on the forums.
basic steps to follow:
1)check if mangle sees traffic for queue tree
2) check if parent queue has correctly mangled traffic getting in
3) check if child queue is getting traffic correctly marked for the queue it is hitting
