HTB/Queue distribution question.

Hello, I’m relatively new to the role of network admin. I was looking over some configurations and found this on one of our Mikroteks.

Now we provide hosted voice/pbx services to this customer (MK is at their site and the “uplink-adtran” goes to our sip devices). The customer has been complaining of voice issues as well.

First thing I noticed: Why are both VOICE, and NO VOICE packet marks included in Voice Queue? Doesn’t that defeat the purpose?

Second thing - lets say its a 1.5mbps link, does it make sense to put both Limit-At and Max Rate as the way it is in here, on the “Uplink Parent”? Will Uplink Parent further distribute its CIR of 1536 to the Leaf Queue’s of Voice and Non-Voice (which have their priorities set as 1 and 8 respectively).

If somebody can break it down with alternative/better designed scenarios that will be great. I’m learning Mikrotik so I might not be reading this right.
