I am not using queues correctly...can you assist me?

I am attempting to apply a speed limit to a certain IP. I do the following procedure:

I open the queue from winbox

In the general tab:

  • Name = asdfdafdsf
  • Target Address = Users IP address (they all have 2, one for the modem and one for their computer. I use the computer one)
    *Max Limits = I set them and check target upload and target download

Under Advanced:

  • Interface = all

This does not actually seem to intercept and queue any traffic. Does this only work if the mikrotik is experience more traffic than the network can handle?

Where did I go wrong?

yes your configuration is correct.
Do you have bridge on router? Make sure you have enabled /interface bridge settings set use-ip-firewall=yes.
