I have a software rb333 with 3.19, and when I put the files 4.17 into (Files - RB333), after restart is not updated.
Check that you license is valid and if your package for your routerboard architecture is good - for RB433 must have powerpc package.

licensed places Upgradable to: v3.x Level 4. Current firmware 2.18.

Yes. Update to 3.30 http://download.mikrotik.com/routeros-powerpc-3.30.npk
then update licence (In system/licence)
reboot
and then upgrade do 4.17. (you can upgrade to 5.12)
