I cannot login to Userman on first initial setup

I have Hex lite RB720r2 (Version 6.32.3)
I want to set up User-Manager with my RouterBoard but when it tried to login to http://[my routerboard ip]/userman it said that “invalid username or password”
I try to go around this forum and found that use [/tools user-manager customer print] to view and reset admin’s password but no luck when i use that command it alert “database is not accessible yet”
How I can fix this

did you install all the packages ???
go to files and be sure that there is a file called user-manager
