I have a small wisp,my problem is that i have two internet providers and i want when one is “time out” for example (for 5 seconds) the other should automatically start and when the ping of my primary line is fixed it should be returned automatically in work.

Use a script to switch from one gateway to the other, or to enable/disable certain routes.
