hi everybody i have question and i need help

i have mikrotik router hotspot and i need to forward some ports to special (ip) like 192.168.0.148 and i read read subject in this forum about it definition in this page

so
1 - i don’t know where to put this code ??? is it in termnal in winbox or what ???
2- what is (69.69.69.69 ) mean ?? is this extrenal ip or what

The example must be entered via a terminal session via serial port, direct telnet or WinBox Terminal session.

The text of the example states that 69.69.69.69 is the example public IP address, replace this with your public address.

sorry i don’t know about telnet do you mean make connection by telnet and put this code ??? so if you mean that how can i do this
