i need help to make site in mikrotik

i have MikroTik RouterOS 2.9.27

i have hotspot :http://www.profseer.com
address for hotspot :10.0.0.254/

i need to learn how make site in hotspot of MikroTik

i wont to make site content some video an films

i but site in " MikroTik server PC"

address site :http://profseer/tv/video/index.html
ip site :http://10.0.0.254/tv/video/index.html\

so

i now need tow things

first :
i wont to exclude the “http://10.0.0.254/tv/video/index.html” from being limited in mikrotik
to be easy browse and download

i make rule to limit user speed in internet but idont wont this rule active in www.profseer.com
Because of
the speed in www.profseer.com before write user name and password in hotspot = 2M - 8M
the speed in www.profseer.com after write user name and password in hotspot = 64k - 128k

i now wont speed 2M - 8M in http://www.profseer.com/tv/video/index.html\


Secondly:

i but index.html file in dir /tv
but not work
when :http://www.profseer.com/tv
but work in :http://www.profseer.com/tv/index.html\

what can i do ???
