I want to create a new wireless network

Hello

I want to create a new wireless network in the vicinity of a radius of 3 km around the region densely populated
I want to reach the network signal within all homes within the region and receives laptops and tablet and mobile
Number of Subscribers within the network of approximately 200 to 400 people
What are the hardware required to detail ?
and how much of this network costing me?

You can’t do it. The distance is to long
Laptop and mobile only can communicating with access point in 100 meters
