I have ADSL line with 10Mbps download and 640kbps upload. I want to divide users speeds using hotspot user profiles to fallowing speed 150kbps, 300kbps , 450kbps , 600kbps. The suggestion that I am asking is for the upload speed.

There’s a great slideshow/presentation Janis did at a MUM a while ago detailing how to setup QoS using the mikrotik PCQ queues.
It goes into a fair bit of detail on giving different levels of speed to different users along with having a proper QoS tree as well.
If it weren’t for something like this you’d really need 2 routers to handle per-user and total-link-bandwidth based limiting.

I read that in rate limte in the profile you can fill rx-rate[/tx-rate] [rx-burst-rate[/tx-burst-rate] [rx-burst-threshold[/tx-burst-threshold] [rx-burst-time[/tx-burst-time] [priority] [rx-rate-min[/tx-rate-min]]]], so I was asking is it enough to just fill rx and tx rate as fallowing:

Do I need to set burst-rate, burst-threshold or the burst time? I need the user to always have his specified speed.
Remember the RX value is traffic being received by the router (what the end user is uploading) and the TX is the rate being sent by the router (what the end user is downloading).
I already have hotspot profile with the mentioned speed. I just set rc/tx rate without setting burst-rate, burst-threshold or the burst time. I was asking this because I notice that 150k user get 160-170k but I guess that normal
