I think it’s more of device-centric issue, i.e. has to be done from the device which you want hidden. Otherwise, it’s done via firewall rule as Jarda mentioned.
However, if it’s a MikroTik router, you can disable its, say, gateway interface (under /ip neighbor discovery) to stop it from being discovered.
By design, it works both ways though, i.e. any neighbor routers can’t be discovered from the hidden one either. I think.

by this Two Options i can allow to 1 or 2 o 3 or 4 users to discover router from 250 users
usually equipment its managed from management networks not from user networks
