I don’t think you are going to fine a script to do that for you, since everyone’s networks is set up differently.
How do you limit the hs users speed?
Simple queues or usermanager?
If you are using queues you will need to find out what ip subnet whats app and imo is running on in your country.
Then just create a simple queue with the ip subnet in the dst-address field and set the queue to unlimited
