Implement delay in packets.

Hello,

Is there any way to implement a specific delay for a specific stream of packets?
For example, I specify a stream to a prefix as 192.168.0.0/24 and say that all packets
that are part of that prefix, implement one delay of 10 ms in the packet.

As far as I know you cannot do that directly, however some delay you may get by adding queues.
