I have set the upload/download limits via user manager as shown below:

and I’ve tested it and all works fine but my clients are complaining about low speed download. I have validated their claim and find out that download limit reaches max at 70 kbps (usually between 20k to 40k max is 70k) which is very low.
I have printed the user queue via terminal as shown above and could see that used queue is default-small but I have no idea how to change this and increase the download limit to be e.g. 256k at least.
Please help on this matter.
