I recently successfully installed pihole on my 3011 GW, and it is running like a dream.
Issue I have now is that I am trying to do exactly the same on a hAP ac ^2. But every time I try and create the container, the status message says ‘extracting’, and then 10 seconds later it says “error”.
I completely reset the unit and tried again, same story.
Does the hAP ac^2 sopport containers? It is an arm CPU, but a much smaller one at that? Wondering if this is a big ask for such a small router.
What kind of external storage are you using on hAP ac2?

And you’ve set the temp dir properly?
keep in mind RB 3011 has 1GByte of RAM Memory, while hAP ac^2 only has 128MB (some scarce and rare units have 256mb)
also keep an eye on internal storage, RB3011 has 128MByte while hAP ac^2 only has 16MByte
so keep an eye on this resources to see if maybe you are hitting a limit related to this with hAP ac^2

I am facing the same issue with hap ac3 (32gb USB, 256mb RAM ~ 182mb available, ROS v7.6).
Once its extracting afterwards it goes to error state.
In the logs i can see errors with extracting and import.
I have tried also manual upload by downloading it on my PC with the armv7 hash and then tried to import it then it gives me an error “error: could not find image manifest in archive”
Once you try the remote procedure and you reboot the mikrotik then it goes from “error” to “stopped” and you cannot start it.
The directories get created but still operation fails.
Any ideas what could be the issue?

I don’t think “pihole” will ever fly well on hAP ac^2 !
Both my RB5009 & RB3011 have 1Gbyte of RAM and starting the pihole container consumes more then you have RAM in your hAP ac^2 
Before pihole start : 21% usage on the RB5009
After pihole start : 60% usage.
I did not specify a “limit” on the container, but I guess IF you use a hard-limit on memory things start falling apart…
