IP phone won’t connect to the internet until I run IP Scan from the router tools

I have an unusual problem.

IP phone won’t connect to the internet until I run IP Scan from the router tools.

The Phones are set to DHCP and they get an Ip Address from the router and the DHCP server is set to add ARP for leases.

I do see them in the ARP list.

To test I put them on the same network that the computers that have internet access, but they still won’t connect to the internet until I run IP scan.

I also disable all the firewall rules temporarily just to see they were being block by the firewall. But still won’t connect to the internet.

The Router in running 7.19.1 also upgrade it to 7.20.6 still have the same problem.

Any ideas why this is happening.

I have the Address pool set to static-only.
