This is just a contribution to new people that face problems with non-functioning IP addresses, especially with Address-List.
Sometimes OS router just blocks an IP address, even when included on the list.
To solve this, you either disable and enable again or, if that doesn’t work, delete the IP and recreate it.
Don’t spend time trying to figure out what is wrong. Just delete and recreate.
