ipip tunnel for mikrotik routers in two countries

i have two mikrotik routers between two countries and want to setup ipip tunnel for them that any people connect to router 1 (pptp or l2tp) see external ip from router 2. for this, i have read many guides and setup settings for ipip, ip address, router and firewall but not working!!

who can help me with complete guides? … complete

Set up an ipip tunnel on both routers.
Configure mark routing rule and disable NAT for vpn users on router 1.
Configure NAT on router 2.
