IPSec over EoIP - parsing packet failed, possible cause: wrong password

hey.
I created EoIP tunnel beetween two locations. First tunnel via Internet, and second beetwen two routers inside one network. Tunnels works great without IPSec. When I created simple password (for example: 123) both tunnels had this same problem: parsing packet failed, possible cause: wrong password ( i know that password is correct).

Help!
