Ipsec service "hangs"

Hello friend.
I am using in some router (2011, 951, 751, etc) L2TP/IPsec (client/server).And sometimes, when the routers has many days working, the IPsec “service” stop working. I can’t check the configuration (in winbox nothing appear) and in terminal, the commands hangs (no results) for export or print and the CPU is in 100% for a long time after trying to watch the info.

This is an example:

and the console is in "maximum¨ because I was trying to show/use/edit something in IPsec. After the “IPsec service” hangs is not possible to connect using IPsec.

I want to know how I can restart this “service/daemon” (maybe is not a service/daemon) or something like that without restating the router.

Is a long history about why I don’t want to restart the routers… But i prefer not restarting… is about VSAT services with login when a dhcp-client request an IP…

In this example, is a 2011UiAS-2HnD, firmware 3.24 and 6.33.2 (stable) running for: 164d 22:39:55
