IPSEC VPN connection successful, but does not open cameras

I can not login to a web cam, we made a vpn with ipsec, but from a site I can ping without any problem but from the opposite site no, I think it’s a routing issue.
From the router 1.1.1.1 I can ping anyone on the router 2.2.2.2, but from the router 2.2.2.2 no.
Someone can help.

Well I am not clicking on a random link by a user with 1 post. So you should post a diagram of your network and a more detailed description of what is going on.
