ipsec,warning,critical libipsec failed pfkey open

RB411GL was upgraded to 5.26 from 5.24. Following the upgrade CPU is 100% all the time. Error log shows repeating message:

echo: ipsec, warning, critical libipsec failed pfkey open Address family not supported by protocol

Tried a /reset-config and reprogramed it and it's still doing the same thing
