Is Cached content to be downloaded faster the usual

I have Mikrotik v3.10 insalled and configured web-proxy, PPPoE serever.
I want to know if I can set limit for content that is in web-proxy, or e.g. Up/Down 512k/1M. My Router has three interfaces: WAN, LAN(LAN1,LAN2 are bridget). I use PPPoE with static queues, Client IP’s are 10.0.0.0/24

I tried some advices from wiki but I don’t see that it is going to work I don’t see any difference in downloaded traffic from proxy.
