Is there a way to monitor traffic to static IPs?

I’ve looked through the SNMP results returned, and I haven’t found anything that looks promising.

What I’m trying to do:

Our management system for our ISP interfaces nicely with WANRouters to collect stats. I’d like to be able to collect & report on traffic transfered on a per-IP basis. I can have queues in place for rate limiting and monitoring, but I’d like to be able to gather this information via SNMP, in bulk.

Is there an easy way to do this?

Yes, there are available OIDs in queue simple and queue tree.
Setup queue rules, than configure snmp with MRTG and your task will be solved. (more detailed described in documentation)
or
if you use 2.9, there is new feature graphing, which should help you.
you can monitor queues with graphing help, and others parametres like CPU load etc.
