[issue] Function of the enable / disable of the Package does

As a result of attempts to switch the disable and enable the Package in RB2011, I noticed that this feature is not working.
The package scheduled for the disable or enable, and also perform the restart, the state of the package that should have been enable / disable did not change.

current-version: 6.13rc20

Has anyone similar symptoms has occurred?

In fact, I even tried CCR or CRS after that, it was found that similar symptoms has occurred.
