Kid control with extra features

Hi,

I would like to limit our children’s mobile phone’s wifi usage at our home.
The clients gets the IP addresses by DHCP and I don’t use hotspot yet.. And if it is not really must i dont want to…

All of the mobile phones are continuously connected to the wifi, and it is good, I don’t want to change it.
My idea is that, I would permit- for example - 6 hours per day per every device, but the time should decrease only when the kid really use the phone (so I dont want to count the usages when they are not using the phones). But the device generates traffic when they are just lying in the desk (social media notices, e-mail pushes, etc..).
Can I make a rule which count the time when the phone uses more than 1Mbps from the bandwith or the traffic flow is longer than 10sec for example? And after that maybe I can add the IP address to a address list, and I block the traffic.. The blocking is the easy part of the project.. The harder is the counting.. I hope somebody has idea for the solution..
Or anybody have a solution for this issue?

Thank you!

I solved a similar task by using hotspot with trial period set (no user accounts needed). As soon as a child goes through captive portal the time starts counting. Inactivity period stops the count. The count is reset at night. Now I don’t have the device under my hands, but if you’re still interested, I may look for a backup config to use as a boiler-plate.
